The horizontal and vertical scroll bars have disappeared in Target Tracker programs 

Close the Tracker program and load up Microsoft Excel

Select the Tools menu – Options – View

Locate the tick boxes for the Horizontal and Vertical Scrollbars and tick if they are un-ticked. If they are already ticked un-tick them and then re-tick them.

Close Microsoft Excel and then reload Tracker and the scroll bars should have returned
